I agree with scorpion. Heat can kill electronic components. Covering the heat sink of the regulator reduces its efficiency allowing internal junction temperatures to go up. Under most driving conditions it most likely will not matter. If it doesn't get really hot where you live, it most likely will be ok. If you live in the desert, I would say good luck.
Electronics engineers calculate junction temperatures under worst-case ambient conditions to ensure that maximum junction temperature ratings are not exceeded. These calculations do not take into account someone covering up the heat sink.
